Israel MOE Updates Import Process

The Ministry of the Economy (MOE) in Israel has been working to transfer Safety and EMC compliance responsibility to importers (and not MOE and the MOE-designated labs like SII). Since 2022, 3 local labs have been accredited by MOE to perform tests for certain product categories and MOE has requested that the labs limit the National Differences in Mandatory Israeli Standards to labeling and safety information in Hebrew and adjust to the Israeli AC power grid. Products from Import Group 1 requiring full model approval and a check done by a certified Israeli lab every shipment have also been transferred to Import Group 2 (requiring only a model approval and declaration every shipment) or Import Group 3 (requiring only a declaration every shipment).

Over the past 2 years, importers could choose between testing in an MOE accredited lab or getting formal MOE exemption for specific Group 2 products. Products within mandatory scope have been subject to random surveillance and taken to the labs by MOE to confirm compliance.

As of July 7, 2024, MOE no longer processes exemptions and is now monitoring compliance through the random surveillance program. Many products with CB and EMC reports from accredited labs were found to be non-compliant by the local labs for labels, EMC, and grounding and electric strength components. Here advises continuing to test samples at MOE accredited local labs even if the report is not required for customs clearance, to prevent customs clearance delays and fees.
