根据《中华人民共和国认证认可条例》和《工业和信息化部 公安部 市场监管总局 国家消防救援局关于强化电动自行车强制性国家标准实施 加快新产品供应的意见》（工信部联消费〔2025〕144号）关于“2025年8月31日及之前出厂或者进口的不符合《电动自行车安全技术规范》（GB17761—2024）但符合旧版本标准的产品可以销售至2025年11月30日”的要求，为严格电动自行车强制性产品认证（CCC认证）管理，现将有关事项公告如下： 各电动自行车指定认证机构对依据旧版本标准出具的有效CCC认证证书，于2025年12月1日全部予以注销；对依据旧版标准出具、处于暂停状态且不能恢复有效的CCC认证证书，于2025年12月1日全部予以撤销。各电动自行车销售企业自认证证书注销、撤销之日起不得继续销售。若违反上述规定，各级市场监管部门将依法查处。

In accordance with the provisions of the "Regulations of the People's Republic of China on Certification and Accreditation" and the "Opinions of the Ministry of Industry and Information Technology, the Ministry of Public Security, the State Administration for Market Regulation, and the National Fire and Rescue Administration on Strengthening the Implementation of Mandatory National Standards for Electric Bicycles and Accelerating the Supply of New Products" (MIIT Joint Consumption 〔2025〕 No. 144) — which states that "products manufactured or imported on or before August 31, 2025, that do not meet the 'Safety Technical Specifications for Electric Bicycles' (GB17761—2024) but comply with the old version of the standard may be sold until November 30, 2025" — and to strictly regulate the compulsory product certification (CCC certification) management of electric bicycles, relevant matters are hereby announced as follows:
All designated certification bodies for electric bicycles shall cancel all valid CCC certification certificates issued in accordance with the old version of the standard as of December 1, 2025; they shall revoke all CCC certification certificates issued in accordance with the old version of the standard that are in a suspended state and cannot be restored to validity as of December 1, 2025. All electric bicycle sales enterprises shall cease selling relevant products from the date of cancellation or revocation of the certification certificates. Violations of the above provisions will be investigated and dealt with by market supervision departments at all levels in accordance with the law.
