Thailand: NBTC will require electrical safety test report for Bluetooth equipment's SDoC

2025-12-30

Recently we get update that NBTC certification manager verbally informed that Bluetooth equipment applicable NBTC TS 1035-2562: Notification of the National Broadcasting and Telecommunications Commission on Technical Standards for Telecommunication Equipment Re: Radiocommunication Equipment using frequency 2.4 GHz and/or 5 GHz will require electrical safety test report in order to obtain NBTC Sdoc.

Current implementation: (Sdoc issuing up to 31 January 2026)
Bluetooth equipment does not require electrical safety test report.

New implementation: (effective date is for Sdoc issuing on 1 February 2026 and later)
Bluetooth equipment will require electrical safety test report e.g. IEC/EN/LVD (any revision).  NBTC previously misinterpret standard that Bluetooth equipment is not under scope of technical standard NBTC TS 1035-2562. On previous technical standard for 2.4/5GHz (NTC TS 1012-2551), it was specifically for RLAN (e.g. Wi-Fi equipment). But when issuing as a new revision NBTC TS 1035-2562, this new standard was issued for Radiocommunication Equipment using frequency 2.4 GHz and/or 5 GHz (any equipment using 2.4/5GHz). So now NBTC reinterpret standard that, the electrical safety requirements of NBTC TS 1035-2562 will apply to any equipment with 2.4GHz including Bluetooth, zigbee, SRD, too. For Sdoc of any 2.4/5GHz issuing on 1 February 2026 and on, they will require electrical safety test reports. (For Sdoc issuing from now up to 31 January 2026, NBTC will waive to issue Sdoc without electrical safety test report as a transition period).
