为进一步加强产品质量安全监管工作，根据《中华人民共和国认证认可条例》有关规定，市场监管总局决定对强制性产品认证（CCC认证）目录内部分产品的认证模式予以调整，实施第三方认证评价方式。现将有关要求公告如下： 一、2027年1月1日起，熔断体、小功率电动机、电钻、电动砂轮机、电锤、直流弧焊机、TIG弧焊机、MIG/MAG弧焊机、等离子弧切割机、汽车安全玻璃、汽车安全带、机动车外部照明及光信号装置、机动车辆间接视野装置、汽车座椅及座椅头枕、汽车行驶记录仪、车身反光标识等16种产品应当取得CCC认证证书并标注CCC认证标志后，方可出厂、销售、进口或者在其他经营活动中使用。“强制性认证产品符合性自我声明信息报送系统”（以下简称系统）中相关产品的自我声明将被统一注销。 二、2026年7月1日起，指定认证机构开始受理上述16种产品的CCC认证委托（认证机构将另行指定）。对于持有效自我声明的产品，指定认证机构应当在确保认证质量和风险可控的基础上，积极采信自我声明评价结果，换发CCC认证证书。系统不再接受、生成相关产品的自我声明。 三、企业应当在2026年12月31日前完成CCC认证证书转换，并及时主动注销相应的自我声明。对于自我声明有效期内已经出厂且不再生产的，无需转换，可继续销售。

Announcement on Adjusting the Certification Mode for Certain Products in the Compulsory Product Certification Catalogue

To further strengthen the supervision of product quality and safety, in accordance with the relevant provisions of the Regulations of the People's Republic of China on Certification and Accreditation, the State Administration for Market Regulation has decided to adjust the certification mode for some products included in the Compulsory Product Certification (CCC Certification) catalogue and implement the third-party certification and evaluation method. Relevant requirements are hereby announced as follows:

I.

Starting from January 1, 2027, 16 product categories including fuses, small-power motors, electric drills, electric grinders, electric hammers, DC arc welders, TIG arc welders, MIG/MAG arc welders, plasma arc cutting machines, automotive safety glass, automotive safety belts, external lighting and light-signaling devices for motor vehicles, indirect vision devices for motor vehicles, automotive seats and headrests, digital tachographs for motor vehicles, and retro-reflective markings for vehicle bodies shall obtain CCC certification certificates and affix the CCC certification marks before they can be manufactured ex-factory, sold, imported or used in other business activities. The self-declarations of the relevant products in the "Compulsory Certified Product Conformity Self-Declaration Information Reporting System" (hereinafter referred to as the System) will be uniformly cancelled.

II.

Starting from July 1, 2026, designated certification bodies (to be separately designated) shall begin to accept CCC certification commissions for the above-mentioned 16 product categories. For products with valid self-declarations, the designated certification bodies shall, on the basis of ensuring certification quality and controllable risks, actively adopt the evaluation results of the self-declarations and reissue CCC certification certificates. The System will no longer accept or generate self-declarations for the relevant products.

III.

Enterprises shall complete the conversion to CCC certification certificates by December 31, 2026, and voluntarily cancel the corresponding self-declarations in a timely manner. For products that have been manufactured ex-factory within the validity period of the self-declarations and will no longer be produced, conversion is not required, and such products may continue to be sold.
