India: NCCS Update notification for Software Modifications in DUT Now Allowed During TSTL Testing

2026-03-20

The India National Centre for Communication Security (NCCS) has introduced a practical change that brings more flexibility during testing at TSTL.

Now, applicants are allowed to make software modifications in their Device Under Test (DUT) even while it is under testing at TSTL provided the required declarations are submitted as per the prescribed annexures (available in the official notification issued by NCCS).

  • If your DUT undergoes any software modification during testing, you’ll need to submit both Annexure I and Annexure II.

  • If the change is limited to correcting typographical errors in the ITSAR BOM (with no actual software change in the DUT), then only Annexure II will be sufficient.
