Ecuador: ARCOTEL release New Mandatory Frequency Rules

The Ecuadorian Telecommunications Agency (ARCOTEL) officially published Resolution No. 03-02SO-ARCOTEL-2026.

This resolution approves a comprehensive update to the National Frequency Plan (PNF), aligning Ecuador’s radio spectrum management with the ITU WRC-23 decisions and 2024 Radio Regulations.

Key point changes:

Mandatory Technical Compliance: Technical requirements for interference prevention and spectrum efficiency have transitioned from advisory recommendations to mandatory obligations. Manufacturers must ensure equipment design minimizes unwanted emissions and matches transmitter/receiver tolerances strictly.

C-Band Adjustment (3720–4200 MHz): Satellite systems operating in this range must adjust their operations within one year. New assignments in this band are now required to implement filters to reject frequencies below 3700 MHz to avoid interference with mobile services.

Exclusive IMT Allocation (3300–3700 MHz): The 3300–3700 MHz band is now exclusively designated for International Mobile Telecommunications (IMT). Previous coexistence with non-mobile services is no longer permitted.

Mobile Technology Framework: The plan formally defines mobile generations: 3G (IMT-2000), 4G (IMT-Advanced), 5G (IMT-2020), and introduces the framework for 6G (IMT-2030).

Spectrum for Private and Community Networks: Administrative adjustments will be implemented to facilitate the operation of private and community networks within specific IMT bands.
