The Ministry of Science and Technology (MST) of Vietnam has released Circular 29/2025/TT-BKHCN, introducing updated management rules for information technology and telecommunications products. The new Circular will take effect on December 31, 2025, replacing Circular 02/2024/TT-BTTTT. Several adjustments aim to simplify conformity procedures and clarify upcoming mandatory requirements.
Key Updates Include:
-Revisions to Testing Requirements: Beginning July 1, 2025, a broad group of ICT products will no longer need to undergo testing under severe or critical conditions. Instead, assessments may be performed under normal operating environments. This adjustment applies to equipment subject to technical regulations such as QCVN 41:2016, 53:2017, 54:2020, 55:2023, and 65:2021. However, Wi-Fi transceiver devices: including access points and modems, remain an exception and must continue severe-condition testing in accordance with QCVN 54:2020 and QCVN 65:2021.
-Updates to Product Categories: The new Circular expands the list of items requiring mandatory conformity declaration by adding industrial computers (HS code 8471.41.90), reflecting growing governmental oversight of industrial automation systems.
-New Compliance Timeline for SAR Regulation: The implementation of SAR standard QCVN 134:2024/BTTTT will follow a staged approach:
· From July 1, 2026: smartphones, other cellular mobile phones, and 5G land mobile devices
· From July 1, 2027: DECT cordless handsets, laptops, portable computers, and tablets
-Regulations for Wi-Fi 6E and Wi-Fi 7: Devices operating in the 5,925–6,425 MHz frequency band—typically Wi-Fi 6E and Wi-Fi 7 equipment—must comply with type approval and self-declaration requirements based on QCVN 47:2015/BTTTT and QCVN 96:2015/BTTTT.
-Importation Rule Changes: Another significant policy shift is the elimination of the exemption that previously allowed importation of up to three units per product category without verification. All goods must now undergo standard compliance procedures.
