MST issued Circulars  about Compliance guideline ((14/2026/TT-BKHCN) and Mutual recognization agreement  guideline (16/2026/TT-BKHCN).

These are the brief content of the circulars.

1. Circular 14/2026/TT-BKHCN: Compliance guideline 

-Effected from May 25, 2026

Transitional provisions: TAC, DoC and compliance marks may continue to be used until their expiration date without having to re-notify the declaration of conformity or re-register the declaration of compliance.

- Does not replace current TAC regulation 30/2011/TT-BTTTT so it has no effective to current project until MST has new circular to replace 30/2011/TT-BTTTT or until new circular about list of products under risk ranking management which is expected to be effected on Jul 1, 2026.

- Principle of compliance assessment based on the risk ranking of products and TAC methods shown in the QCVNs.TACs issued on method  2,3,5,6 can be valid on 5 years not 3 years.

Method 5, adding one more assessment requirement of System management 

For DoC, the applicant need to get conformity assessment notification on the National Database of Standards, Metrology, and Quality.

2.Circular 16/2026/TT-BKHCN: Mutual recognization agreement  guideline

- The Circular takes effect 45 days from the date of its signing (i.e., 45 days from April 9, 2026).-

- Transitional provisions: Agreements and arrangements signed before the issuance of this Circular will continue to be implemented until their expiration date (if any) specified in the relevant agreements/arrangements, or no later than December 31, 2027.

-Adding the mechanism of Unilateral Recognition of Conformity Assessment  which is the act where Vietnamese competent authorities or conformity assessment bodies recognize and accept the results from international or foreign organizations without being based on any mutual recognition agreement or arrangement.
