依据《国家认监委关于增加移动电源等强制性产品认证依据标准并发布新版实施规则的公告》（2026年第7号），国家认监委新增强制性国家标准GB 47372—2026《移动电源安全技术规范》作为移动电源、移动电源用锂离子电池和电池组的CCC认证依据标准，并修订发布《强制性产品认证实施规则 移动电源、锂离子电池和电池组（试行）》（CNCA-C09-02:2026，以下简称新版实施规则）。
中国质量认证中心（以下简称CQC）现就相关产品CCC认证依据标准调整及实施规则换版事宜通知如下：
一、CCC认证依据标准调整
移动电源（0914）、移动电源用锂离子电池和电池组（0916）在原有标准基础上，新增 GB 47372-2026《移动电源安全技术规范》。
调整后CCC认证依据标准见下表：
二、认证实施规则换版
即日起至2027年3月31日，我中心可根据认证委托人意愿，按照《强制性产品认证实施规则 移动电源、锂离子电池和电池组（试行）》（CNCA-C09-02:2025，以下简称旧版实施规则）或新版实施规则开展CCC认证活动；2027年4月1日起，我中心将按照新版实施规则开展CCC认证活动。
三、相关产品证书转换要求
1. 移动电源（0914）
2027年4月1日前，移动电源（0914）生产企业可自愿选择满足新版实施规则或旧版实施规则要求。已按旧版实施规则/标准获证的移动电源产品，企业可自愿申请按新版实施规则补充相应的检测、检查项目，获取新版实施规则/标准证书。
所有旧版实施规则/标准的认证证书转换工作最迟应于2027年4月1日前完成，逾期未完成的，我中心将暂停旧版实施规则/标准认证证书；2027年6月30日仍未完成转换的，我中心将撤销旧版实施规则/标准认证证书。
2027年4月1日起，移动电源（0914）须取得新版实施规则/标准CCC证书并加施CCC标志后，方可出厂、销售、进口或者在其他经营活动中使用。
2. 便携式电子产品用锂离子电池和电池组 （0915）
2027年4月1日前，便携式电子产品用锂离子电池和电池组（0915）生产企业可自愿选择满足新版实施规则或旧版实施规则要求。2027年4月1日起，便携式电子产品用锂离子电池和电池组（0915）生产企业应满足新版实施规则所有相关要求。便携式电子产品用锂离子电池和电池组（0915）的证书转换工作采取产品变更、到期换证等自然过渡的方式完成。
3. 移动电源用锂离子电池和电池组（0916）
已经按旧版实施规则/标准获证的锂离子电池（0915）可申请补充相应的检测、检查项目，获取移动电源用锂离子电池和电池组（0916）认证证书。但同一生产企业生产的“便携式电子产品用锂离子电池和电池组（0915）”与“移动电源用锂离子电池（0916）”应当使用不同产品型号进行区分。
2027年4月1日起，移动电源用锂离子电池和电池组须取得新版实施规则/标准CCC证书并加施CCC标志后，方可出厂、销售、进口或者在其他经营活动中使用。
四、其他说明
1. 中国质量认证中心将在认证风险可控、保证认证质量的前提下，积极采信已有合格评定结果，减轻企业负担，便利企业获证。
2. 各相关指定实验室应尽快向认监委办理新增标准的备案手续，经认监委批准备案的实验室，方可承担新增标准的检测工作。
3. 自本通知发布之日起，企业可通过中国质量认证中心官网（www.cqc.com.cn）提交认证申请，具体事宜请与VSCB工程师联系。

According to the "Announcement of the National Certification and Accreditation Administration on Adding Mandatory Product Certification Basis Standards for Mobile Power Banks and Other Products and Issuing the New Version of Implementation Rules" (No.7, 2026), the administration has added the mandatory national standard GB 47372–2026 "Safety Technical Specification for Mobile Power Banks" as the certification basis standard for CCC certification of mobile power banks, lithium-ion batteries used in mobile power banks, and battery packs, and has revised and issued the "Implementation Rules for Mandatory Product Certification – Mobile Power Banks, Lithium-Ion Batteries, and Battery Packs (Trial)" (CNCA-C09-02:2026, hereinafter referred to as the new version of the implementation rules).
The China Quality Certification Center (hereinafter referred to as CQC) hereby notifies the following regarding the adjustment of relevant CCC certification standards and the revision of implementation rules: I. Adjustment of CCC certification standards: For power banks (0914) and lithium-ion batteries and battery packs for power banks (0916), GB 47372-2026 "Technical Specifications for Safety of Power Banks" has been added to the existing standards.
The adjusted CCC certification criteria are listed in the table below:
II. Implementation Rules Update: From now until March 31,2027, our center may conduct CCC certification activities in accordance with either the "Implementation Rules for Compulsory Product Certification – Mobile Power Banks, Lithium-Ion Batteries and Battery Packs (Trial)" (CNCA-C09-02:2025, hereinafter referred to as the old version) or the new version, based on the certification applicant's preference; starting April 1, 2027, our center will conduct CCC certification activities exclusively under the new implementation rules.
III. Requirements for Relevant Product Certification Conversion 1. Power Banks (0914): Before April 1, 2027, manufacturers of power banks (0914) may voluntarily choose to comply with either the new or old implementation rules. For power bank products already certified under the old implementation rules/standards, manufacturers may voluntarily apply to add corresponding testing and inspection items in accordance with the new rules and obtain certificates under the updated standards.
The conversion of certification certificates issued under the previous implementation rules/standards must be completed by April 1, 2027 at the latest. Failure to complete the conversion by this deadline will result in the suspension of such certificates by our center; if conversion remains unfinished by June 30,2027, the certificates will be revoked.
As of April 1, 2027, power banks (code: 0914) must obtain the newly revised CCC certificate under the implementation rules/standards and bear the CCC mark before being manufactured, sold, imported, or used in any other commercial activities.
2. Lithium-ion batteries and battery packs for portable electronic products (0915): Prior to April 1, 2027, manufacturers of lithium-ion batteries and battery packs for portable electronic products (0915) may voluntarily choose to comply with either the new or the old implementation rules. Starting April 1, 2027, manufacturers must meet all relevant requirements of the new implementation rules. The certification conversion process for these products shall be completed through natural transitions such as product modifications or certificate renewal upon expiration.
3. Lithium-ion batteries and battery packs for power banks (0916) that have already obtained certification as lithium-ion batteries (0915) under the previous implementation rules/standards may apply to add corresponding testing and inspection items to obtain the certification certificate for lithium-ion batteries and battery packs for power banks (0916). However, lithium-ion batteries and battery packs for portable electronic devices (0915) and those for power banks (0916) produced by the same manufacturer must be distinguished using different product models.
As of April 1, 2027, lithium-ion batteries and battery packs used in power banks must obtain the newly revised CCC certificate under the implementation regulations standards and bear the CCC mark before they may be manufactured, sold, imported, or used in other commercial activities.
IV. Other Notes 1. The China Quality Certification Center will actively recognize existing conformity assessment results under the premise of controllable certification risks and guaranteed certification quality, thereby reducing the burden on enterprises and facilitating their certification process.
2. All designated laboratories shall promptly complete the filing procedures for newly added standards with the Certification and Accreditation Administration (CAA). Only laboratories approved and registered by the CAA may undertake testing services for these new standards.
