中国:工业和信息化部公告《电器电子音品有害物质限制使用达标管理目录(2026年版)》和《达标管理目录限用物质应用例外清单(2026年版)》

为贯彻落实《生态环境法典》,按照《电器电子产品有害物质限制使用管理办法》(工业和信息化部令 2016年第32号)要求,加强电器电子产品有害物质的源头减量和替代,工业和信息化部会同国家发展改革委、财政部、生态环境部、商务部、海关总署、市场监管总局、国家疾控局组织编制了《电器电子产品有害物质限制使用达标管理目录(2026年版)》(以下简称《达标管理目录》)和《达标管理目录限用物质应用例外清单(2026年版)》(以下简称《例外清单》),现予以公告。

《达标管理目录》和《例外清单》自本公告发布之日起实施。工业和信息化部2018年第15号公告发布的《电器电子产品有害物质限制使用达标管理目录(第一批)》和《达标管理目录限用物质应用例外清单》于本公告发布之日起废止。

纳入《达标管理目录》的产品,其铅、汞、镉、六价铬、多溴联苯、多溴二苯醚、邻苯二甲酸二正丁酯、邻苯二甲酸二异丁酯、邻苯二甲酸丁苄酯和邻苯二甲酸二(2-乙基)己酯的含量应按目录内要求时间,符合电器电子产品有害物质限制使用要求相关标准,并纳入电器电子产品有害物质限制使用合格评定制度管理范围。列入《例外清单》的可按清单内相应要求执行。

Subject:The Ministry of Industry and Information Technology has issued the "Management Catalog for Restricted Use of Harmful Substances in Electrical and Electronic Products (2026 Edition)" and the "Exception List for Application of Restricted Substances in the Management Catalog (2026 Edition)".

Content:

Document No.11 of 2026, issued to implement the Ecological Environment Code and comply with the Administrative Measures for the Restriction of Harmful Substances in Electrical and Electronic Products (Ministry of Industry and Information Technology Order No.32 of 2016), aims to strengthen the reduction and substitution of harmful substances at the source. The Ministry of Industry and Information Technology, in collaboration with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Commerce, the General Administration of Customs, the State Administration for Market Regulation, and the National Center for Disease Control and Prevention, has compiled the Catalogue for Compliance Management of Restricted Harmful Substances in Electrical and Electronic Products (2026 Edition) (hereinafter referred to as the "Compliance Catalogue") and the Exception List for Application of Restricted Substances under the Compliance Catalogue (2026 Edition) (hereinafter referred to as the "Exception List"), which are hereby announced.

The "Standard Compliance Management Catalog" and the "Exception List" shall come into effect upon the issuance of this announcement. The "Standard Compliance Management Catalog for Restricted Use of Harmful Substances in Electrical and Electronic Products (First Batch)" and the "Exception List for Application of Restricted Substances under the Standard Compliance Management Catalog," issued by the Ministry of Industry and Information Technology through Announcement No.15 of 2018, shall be repealed as of the date of this announcement.

For products included in the "Standard Compliance Management Catalog," the levels of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers, di-n-butyl phthalate, di-isobutyl phthalate, butylbenzyl phthalate, and di(2-ethylhexyl)phthalate must comply with the relevant standards on restrictions for hazardous substances in electrical and electronic products within the specified timeframes outlined in the catalog, and such products shall fall under the management scope of the conformity assessment system for hazardous substance restrictions in electrical and electronic products. Products listed in the "Exception List" may be subject to the corresponding requirements specified therein.
