强制性国家标准GB 47372—2026《移动电源安全技术规范》已发布，将于2027年4月1日实施。为确保移动电源等强制性产品认证（CCC认证）工作有序实施，现将有关要求明确如下：

一、增加GB 47372—2026作为移动电源、移动电源用锂离子电池和电池组的CCC认证依据标准（详见附件）。

二、修订发布《强制性产品认证实施规则 移动电源、锂离子电池和电池组（试行）》（CNCA—C09—02：2026，以下称新版实施规则）。

三、自本公告发布之日至2027年3月31日，认证机构可根据认证委托人意愿，按照《强制性产品认证实施规则 移动电源、锂离子电池和电池组（试行）》（CNCA—C09—02：2025，以下称旧版实施规则）或者新版实施规则开展CCC认证活动；2027年4月1日起，应当按照新版实施规则开展CCC认证活动。

四、已按照旧版实施规则获得CCC认证的移动电源、移动电源用锂离子电池和电池组，应当在2027年4月1日前按照新版实施规则的要求，补充相应的检测、检查项目，及时完成证书转换；便携式电子产品用锂离子电池和电池组的证书转换工作采取产品变更、到期换证等自然过渡的方式完成。

Subject:Announcement of the National Certification and Accreditation Administration on Adding Standards as Basis for Mandatory Product Certification for Power Banks and Other Products, and Issuing the New Implementation Rules

Content:

The mandatory national standard GB 47372–2026, "Technical Specifications for the Safety of Mobile Power Banks," has been issued and will take effect on April 1, 2027. To ensure the orderly implementation of compulsory product certification (CCC certification) for mobile power banks and related products, the following requirements are specified: 1. GB 47372–2026 shall be adopted as the reference standard for CCC certification of mobile power banks, lithium-ion batteries used in mobile power banks, and battery packs (see attachment for details).
2. Revise and issue the "Implementation Rules for Compulsory Product Certification: Power Banks, Lithium-Ion Batteries and Battery Packs (Trial)" (CNCA-C09-02:2026, hereinafter referred to as the new implementation rules).
III. From the date of this announcement until March 31,2027, certification bodies may conduct CCC certification activities in accordance with either the "Implementation Rules for Compulsory Product Certification – Mobile Power Banks, Lithium-Ion Batteries and Battery Packs (Trial)" (CNCA-C09-02:2025, hereinafter referred to as the old version) or the new version, based on the requirements of the certification applicant; effective April 1, 2027, CCC certification activities shall be conducted strictly in compliance with the new version of the implementation rules.
IV. Mobile power banks, lithium-ion batteries for mobile power banks, and battery packs that have obtained CCC certification under the previous implementation rules shall, by April 1, 2027, complete the required additional testing and inspection items in accordance with the new implementation rules and promptly finalize certificate conversion; certificate conversion for lithium-ion batteries and battery packs used in portable electronic products shall be carried out through natural transition mechanisms such as product modification or certificate renewal upon expiration.
