为严格强制性产品认证监管，国家认监委现修订发布《强制性产品认证实施规则 电动自行车（试行）》（CNCA-C11-16：2026）、《强制性产品认证实施规则 童车类产品（试行）》（CNCA-C22-01：2026）、《强制性产品认证实施规则 玩具（试行）》（CNCA-C22-02：2026）。
自本公告发布之日至2026年10月31日，认证机构可根据认证委托人意愿，按照旧版实施规则或者新版实施规则开展CCC认证活动；2026年11月1日起，应当按照新版实施规则开展CCC认证活动。已经颁发的有效强制性产品认证证书可继续使用，认证证书转换工作采取产品变更、到期换证等自然过渡的方式完成。

Announcement of the National Certification and Accreditation Administration on Issuing Implementation Rules for Compulsory Product Certification for Electric Bicycles, Children's Vehicles, and Toys

To strengthen oversight of mandatory product certification, the National Certification and Accreditation Administration has revised and issued the following implementation rules: "Mandatory Product Certification Implementation Rules for Electric Bicycles (Trial)" (CNCA-C11-16:2026), "Mandatory Product Certification Implementation Rules for Children's Vehicles (Trial)" (CNCA-C22-01:2026), and "Mandatory Product Certification Implementation Rules for Toys (Trial)" (CNCA-C22-02:2026).
From the date of this announcement until October 31,2026, certification bodies may conduct CCC certification activities in accordance with either the previous or the new implementation rules as requested by the certification applicant; effective November 1, 2026, CCC certification activities shall be conducted exclusively under the new implementation rules. Existing valid mandatory product certification certificates may continue to be used, with conversion procedures completed through natural transitions such as product modifications or certificate renewal upon expiration.
